[[Praetor]] [[Vrih]] assumed control of the [[Romulan Star Empire]] in early 2406 and set about consolidating his power in the [[Romulan Senate]].

He found himself in opposition to [[Senator]] [[Terrah]] who through his long senatorial history was a proponent of hostilities with the [[United Federation of Planets]], a position that Vrih opposed.

In 2406, Vrih made peaceful overatures to the [[UFP]] bu inviting the [[USS Hades]], a [[Prometheus Class]] [[starship]], to visit [[Romulus]]. 

The Hades' mission was to convey [[ambassador]] [[Jericho Nolan]] from [[Starbase 989]] to Romulus to renegotiate the [[Treaty of Algeron]], which had been discarded by the Doenitz loyalists during the [[Federation Civil War]]. This treaty, among other things, regulated the Federation's use of [[Cloaking device|Cloaking Technology]].

Disaster struck mid-way to Romulus when an evironmental subsystem exploded, seriously injuring [[Rank|Captain]] [[Devan Sash]] and killing Ambassador Nolan. Despite this serious setback, the mission moved forward and the hades arrived at Romulus without any further difficulty.

The peace talks, however, were anything but difficulty free. [[Terrah]], along with his apparent allies, put into place a plot to overthrow [[Vrih]] and make himself Praetor.

An assassination attempt on the praetor was pinned on members of the federation away team and Terrah moved to convince the [[Continuing Committee]] that he should be placed in charge of the Empire as the praetor and both Proconsuls were also missing.

The plan almost worked, had it not been for the timely intervention of [[Chairman]] [[Vaebn]], Praetor Vrih and members of the Hades crew.

Terrah was killed and the praetor retained his position of power. The renegotiated [[Treaty of Algeron]] was ratified in mid-2406.
