The Federation News Network (FNN) is one of the primary news bodies of the Federation.
In 2407, FNN reporter Hal Stanza and his cameraman Davok were stationed on the USS Champlain during the decisive battle of the Civil War - the battle to take down the MDP.
So impressive was the ensuing documentary that Starfleet command stationed Hal on board the newly-launched USS Rosenante as a PR move, hoping his reports on the new long-range explorer would reassure the citizens of the Federation of the return of Starfleet to its roots after the devastation of the Civil War.
