Dula is an operative of the Obsidian Order working for the betterment of the Cardassian Union. His operational history with the cardassian Obsidian order remains unknown, although it was discovered that he was an active operator in Sector 6309.
In 2414, he was involved in the overthrow of the government of Beta Aquillia IV by the Veil of the Sky. Although Gul Matan was the Cardassian known to the Veil, Dula was the Obsidian Order operative responsible for planning and executing the mission.
The real goals of the overthrow was to bring a confrontation between the United Federation of Planets and the Skorr Hierarchy. To do this, the Veil of the Sky took hostage the Federation ambassador, while he and his operatives, disguised as Aquillians took the Skorr ambassador hostage ensuring both parties would send a starship to address the issue.
