The job of the Strategic Operations Officer on a Starbase of a Fleet vessel goes beyond that of the Tactical Operations Officer.
As a Command Branch officer, the Strategic Operations Officer (StratOps) is responsible for calibration of weaponry, overarching strategic simulation, maintaining strategical systems and being liason and official strategist for a larger fleet. Generally, only fleet lead ships have Strategic Operations Officers.
