Physical Description:
Bill has a strong athletic figure and he has a small mustash. He moves with fluid like motion a skill he has learnt from spending most of his time under water. He has a slight paleness to his skin due to the amount of time he spends underwater away from the sun.
Family:
His parents died when he was very young and he was brought up by his grandfather who was a much respected retired Master Chief Petty Officer in the Federation Naval Patrol.
Education:
He had his education on in South Wales on Earth. He lived with his grandfather on the Scottish coast who taught him about the sea.
Became a qualified salvage diver and worked for a wreck recovery company where he became a qualified master diver.
Joined the Federation Navel Patrol Academy where he excelled in submersible handling and maintaining situational awareness.
After completing the Academy Joined the FNP Submersible Tolerance as an Ensign as its Submersible Dive Master.
Promoted to Lieutenant J.G. and took the Boat Course at the Submersible Base Abyss which taught him the finer points of handling surface and subsurface vessels.
Transferred to the FNP Submersible Invincible as Third Officer of the watch and promoted to Lieutenant.
He took the punishing Commanding Officers Qualifying Course to become an Executive Officer of the FNP Submersible Indifference and passed top of his class. It is a course which is the toughest in any submersible service and has a historical failure rate of 25 percent. On qualifying the course he was promoted to Lieutenant Commander.
Starfleet:

Through the Deep Dive project which is a combined project between Star Fleet, the Federation Naval Patrol and the Pacifica Submersible Research Institute. He was given command of the USS Serenity a Deep Submersible Exploration Vessel.
Medical:
He has had a ruptured lung due to rapid decompression, an air embolisms and broken bones all due to diving accidents.
Hobbies:
Scuba diving, Free Diving, Swimming, Snorkling, Reading, Walking
Skills:
Cool under pressure. Firm but fair officer. Makes calculated decisions.
