Introduction

Since the creation of Starfleet within the United Federation of Planets, for both Exploration and Defense, the fleet has had a Naval makeup in the way its vessels were deployed. The most basic grouping of vessels is a 'Fleet', and it is the fleets that play the biggest part in both sector exploration and Federation Defense.


From there, the fleet breaks down into Tactical Wings, Battle Group, then to Single Vessels.

In the current time-line, just after the Dominion War, there are fifty-six full fleets with the standard group of un-affiliated vessels (Known as the Phantom Fleet) that serve as backup and for mobility.

What follows is the breakdown of the fleet, and the full definitions of each level of organization.

Starfleet as a Whole
 
General

Starfleet has 54 Fleets active Stationary and Mobile fleets


Starfleet also has 1230 vessels (+/- 30 at any given time) in reserve, which is known informally as the Phantom Fleet, or the Ghost fleet. The reserves are for backup in time of battle, and for other shifting reasons when quick replacements are needed in established fleets.

 
Peace Time Duties:

Among the duties of Starfleet in Peacetime are exploration and scientific research, diplomatic missions and general defense of the Federation from known and unknown enemies.

 
Wartime Duties:

In time of war, the sole mission of Starfleet is to defend the Federation at all costs.

 
Commanded By:

There is a Board of Admiralty that oversees the major decisions of each branch of Starfleet. Heading the council of Admirals is The Admiral of Starfleet, the only five star admiral in Starfleet without special presidential and Federation Council permission.

 
"Federation Flagship"

Starfleet has one Federation Flagship or Flagship of the Fleet, the standard bearer for every fleet in the fold.


Currently, that vessel is the USS Enterprise; 1701-E, captained by Captain Jean-Luc Picard.

The Enterprise is part of the Phantom fleet, since it is not attached officially to any fleet due to its status. This vessel is often used in very official envoys or as the platform for extremely sensitive diplomatic relations.



Fleet
 
General Description

A Fleet contains anywhere from 100 up to 200 vessels not including the Fleet Flagship. Scientific geared fleets tend to run more lean then Tactical or war geared fleets, which maximize size for firepower and easy splitting into task forces.

 
Peace Time Duties:

In peacetime, The mobile fleets are organized as such that exploration takes the fore front of all concern. Usually, only the Standing Fleets play a fully defensive/tactical role.

 
Wartime Duties:

In time of war, thereare usually very few standing fleets. For tactics, Starfleet has always preferred to have many mobile fleets for maximum flexibility, leaving standing fleets only at the most tactically important places (I.E. Sector 001)

 
Commanded By:

A Federation fleet is usually Commanded by an officer of Flag Rank. In the case of a full task force of multiple fleets for large scale action, nothing less then a full Admiral or Fleet Admiral will command without special dispensation from the Admiralty.

 
Names and Designation:

Fleets are numbered in order of their creation. The smaller the fleet number, the older and more established it has become. (I.E. First fleet, 15th Fleet, etc)



Tactical Wing

And Numbers:

A Tactical wing is the next division of forces from a fleet. They contain anywhere from fifteen to forty vessels, depending on their mission and purpose.

 
Peace Time Duties:

In Peacetime, they have nearly no meaning except in wargames, as there is on reason for a division of ships this large: Except perhaps for important diplomatic missions or convoy action. When they Are utilized, they tend to gravitate more to exploratory wings in their makeup. The exception to this being the Standing defense fleets of the Federation, in which the Tactical Wings would still be geared to battle and defense.

 
Wartime Duties:

In Wartime, the Tactical Wing makes up the primary grouping of vessels for defense of Firepower, defense and mobility. They are stocked with wings that serve the Tactical Wings primary purpose. They are 'usually' heavy on Capital ships, and Destroyers as pickets and backup firepower.

 
Commanded By:

A Tactical wing is usually commanded by a Senior Captain, who is chosen by the Fleet Admiral.

 
Names and Designation:

The Tactical wings are given original designations that cannot be used by another fleet for any purpose. Because of the sheer number of fleets and subsequent Tactical Wings, the numbers can become quite high. As well, the designation for a Tactical Fleet can change at the whim of the Fleet Admiral, though the most common cause of this is when Fleets merge and the entire structure is re-numbered. (Example: 506th Tactical, 145th Tactical)



Battle Group

And Numbers:

A Battle Group is a division of a Tactical Wing, and is also known as an "Attack Wing" or "Group". They usually contain 4 - 10 vessels.



There are Three classes of Wings, that perform multiple missions within the Tactical Wing. The three kinds of Wings are Described in the Definitions Section.

 
Peace Time Duties:

In Peacetime, Battle Groups are often assigned whole to explore specific sectors, or run special missions.

 
Wartime Duties:

In Wartime, this is usually the level that vessels are commanded at to go into large scale battle, or run duty.

 
Commanded By:

Battle Groups are most often commanded by a Captain, who is chosen by the Tactical Wing CO.

 
Names and Designation:

Wings are named for thier type of wing, and instance in the Tactical wing, though they also usually have a Informal designation. An example of the official designation would be: In a fleet with 2 destroyer groups, they would be named, repectivly, 1st Destroyer Wing and 2nd Destroyer Wing. In a fleet with only one Battle cruiser group, that group would simple be known as 1st Battle cruiser Wing


As stated, a Wing often also has a Unit name and insignia, that the crews of each vessel can identify with and hold friendly competitions for. Unit pride becomes very strong in both peace and war. The 'Name' is always accompanied with their Fleet affiliation (I.E. 'The Flying Circus' - 1st destroyer wing, 352nd Tactical, 10th fleet).
