Ambassador Ne'ran is a Romulan ambassador who lead the diplomatic talks, along with¸[[Admiral T'Larod]] over Nelvana III, for the Romulan. It is known that he has taken part of the diplomatic negotiation with the Federation that resulted in the Accord of Three of 2404. He also negotiated with the Federation after the Halla virus spread out. He was mostly known in the Federation for his increasing role since 2404. According to the Federation officers who negotiated with him, he is more of an intellectual than a military man. He has lot of general culture and has showed great interest and respect for the Federation over the years. He is qualified as quite arrogant, but he is nevertheless a pacifist who has seem means more open to peace and cooperation with the Federation than most Romulans.
