[[File:Riot.jpg|thumb|400px|right|A riot in the late 21st Century]] A [[Riot]] is a form of civil disorder characterized by disorganized groups lashing out in a sudden and intense rash of violence against people or property. While individuals may attempt to lead or control a riot, riots are typically chaotic and exhibit herd behavior. Riots often occur in reaction to a perceived grievance or out of dissent. Historically, riots have occurred due to poor working or living conditions, government oppression, taxation or conscription, conflicts between races, food supply or religions, the outcome of a sporting event or frustration with legal channels through which to air grievances. Riots typically involve vandalism and the destruction of private and public property. The specific property to be targeted varies depending on the cause of the riot and the inclinations of those involved. Targets can include shops, cars, restaurants, state-owned institutions, and religious buildings. Some rioters have become quite sophisticated at understanding and withstanding the tactics used by [[Security|Starfleet Security Forces]] in such situations. Manuals for successful rioting are readily available. These manuals also encourage rioters to get the [[Federation News Network(FNN)|Federation News Network]] involved, as there is more safety with the cameras rolling. There is also more attention. Citizens with holographic cameras may also have an effect on both rioters and Security Forces. Dealing with riots is often difficult task for security departments, and security officers sent to deal with riots are usually armed with barrier shields and [[phaser]] rifles. Security Forces may also irritant gas stop rioters. In the [[Federation]] , Security forces acting as Riot control have moved to using less-than-lethal methods to control riots, focused on incapacitating rioters for easy arrest. There have been two notable riots. The First was in 2403, aboard [[Starbase Geneva]], When the hate group [[Humans for Humanity]] unleashed a virus to create chaos and conflict between [[Starfleet]] personnel and Station civilians. The Crew of the [[USS Nimitz]] aided in Riot Control. The second was aboard [[Starbase 989]] in 2414. Just hours after the New Year's Eve Party began, the Starbase lost all power and caused the population to panic. In this instance the combines crews of the [[USS Rosenante]] and the [[USS Boudicca]] aided starbase personnel to restore order and provide disaster relief. [[Category: Database]]
