Strategic Operations is the job of maintaining the strategic positioning of the fleet. In time of war, they are in charge of maintaining communications with the fleet, cutting orders for individual ships/Task Forces/Fleets to move and 'keeping the line'.
Strategic Operations has three distinct levels. Task-Force/Squadron Operations, Fleet Operations, and Starfleet-Wide Operations.
