In 2414, during a crisis aboard Starbase 989 Emily found herself in command of the medical department aboard the USS Rosenante. With The CMO, Doctor Kimiko Ichijo and ACMO Sam Lopez unable to reach the ship because of Riots aboard the starbase, she was forced to assume the worst and organize sickbay to receive casualties from the starbase.
During this time, she treated USS Boudicca crewmember Jessica Signos for Toxicological poisoning. She also performed cranial surgery on Ensign Eian O'Neill to remove five Vexarak Spoilers that had wrapped themselves around his Brain Stem.
