Federation Council

The Federation Council is the legislature of the United Federation of Planets. It is located on Earth, and in 2286 held council in San Francisco. Seats on the Council are filled by representatives from the various Federation Members.
A short time before the Federation Civil War, Admiral Doenitz somehow gained control over the Federation council.
