Admiral Jopek has been around for a long long time, he has commanded assets such as Utopia Planitia, USS Athene, Spacedock Phoenix and the USS Spectre, he was assigned as CO of Spacedock Phoenix, Academy FO and Fleet FO. He is a personal friend Admiral Robert LoDona. Now assigned as the Academy CO and Fleet [CO], he the current Commanding Officer of the 52nd Fleet

Family and Background

As a younger man, Jopek took The Path of Paktoc Kelfee which is devoted to the expansion of pure intellect. This is one of the most highly respected paths, but it requires great commitment. By melding techniques, its disciples can reach states of heightened reasoning -- but at the price of decreased physical awareness.

Pre-Starfleet History

Jopek enrolled in Starfleet at an older age than is normal, but Starfleet saw the potential of this Vulcan and accepted him in after he completed the entrance exam in record time.

Assigned as CO of Spacedock Phoenix, Fleet First Officer.

Jopek also commanded the USS Athene, a prometheus Class starship, on it's shake down cruise.

Skills

He has a unique ability to see beyond the moment and to the larger situation. In his role as CO, the added to the crews' perception of him has being cold and detached from his crew, but, they came to trust him after they understood his intentions to do his best for the crew and ships

Alternative Timelines

Yes, okay, this is going to get confusing... there are a few Jopeks around, 3 in the current timeline and 1 back on Utopia Planitia circa 2389 in an different dimension, another Jopek from that dimension circa 2404 was moved into the main timeline to join the many other Jopeks that seem to crop up.
