Childhood:[edit]
Leena Vell is the second of four children and the only daughter. Growing up Leena was known the have a rebellious streak and spent much of her childhood in trouble with her siblings, parents and teachers. It wasn’t until she turned fifteen that she settled down and began to take life and school more seriously.
Once focused Leena made up for lost time in a big way and swiftly became a model student. Joining a school sponsored debate club Leena was soon its captain and went on to lead her school to numerous championships. Her greatest achievement was during another school function when she unwittingly was drawn into a debate with the Martin MacLachlan, the Earth Ambassador to Trill.
The Ambassador was so impressed with Leena’s passion and eloquence that he recommended that she consider becoming a diplomat herself. It was a recommendation that she took seriously.
Trill Xarius University:[edit]
Vell worked her way through Xarius University, one of the most prestigious institutes of higher learning in the Federation. She earned a PhD in Intergalactic Affairs and a Masters Degree in Federation Law. As in Primary School, Vell went on to become Captain of the University’s Debate Team and won numerous awards. While at the University she earned a 3.62 GPA.
Trill Federation Attaché:[edit]
Vell’s first position directly out of school was as an attaché to the Trill Ambassador to the Federation. While much of her time was spent on Trill while in this position working on the ambassador’s staff, she had several opportunities to travel to Earth and was actually able to attend several meetings of the Federation Council. It was during these first visits that she began to meet people and make friends within the upper levels of the United Federation of Planets government.
Vell also had the opportunity to visit Bajor during a trade conference on that world. Vell made serious waves during the conference when she became suspicious of the Cardassian Ambassador's true motives in attending the conference. By doing some research and “poking around,” as she later put it, she was able to expose the Cardassians true aims which were once again targeting Bajoran sovereignty. The Cardassian Ambassador and his entire retinue were expelled from Bajor.
It was partly due to this experience that she was chosen to serve as the next Trill Ambassador to Bajor.
Trill Ambassador to Bajor:[edit]
Little of note occurred during Vell’s tenure as the Trill Ambassador to Bajor. Leena used the time there to increase her knowledge and experience in her chosen profession as well as gain a greater understanding of the politics that occurs within the Federation.
Vell came to love Bajor during her time there and developed a deep respect for Bajoran spiritual beliefs. She made many friends while there and to this day maintains close contact with many of them. Possibly due to the genuine respect and feelings she expressed, Bajoran and Trill relations became extremely close and warm and the two governments maintain close bonds of friendship to this day.
Trill Ambassador to Earth:[edit]
Vell enjoyed her time on Earth and found humans fascinating. She fell in love for the first time while there with a young Starfleet officer and while the relationship was short, it was intense.
As with Bajor, nothing momentous occurred during her tenure as Ambassador to Earth but it was during this time that she grew to truly love and respect the Federation and the principles that it had been founded upon. Leena spent almost as much time in museums and on tours as she did doing her job.
Leena also built upon the previous friendships she had formed during her time as an attaché and in time her enthusiasm and contacts paid off for her when she was offered a position as a Federation Diplomat.
For Leena it was a dream come true.
United Federation of Planets Diplomat:[edit]
The Years Vell spent as a diplomat were among the best in her life and while she was never in one place for long she always found the time to learn a little about each new place she went to during the course of her duties.
It was not long before her days of negotiating trade agreements and exchange programs gave way to that of being a peace broker. While she got off to a rocky start during the ‘Jinadea Dispute’ between Andoria and Vulcan, Leena soon became one of the Federations top troubleshooters brokering numerous peace treaties, ceasefires and stopping one Civil War before it even got started.
One of Vell’s greatest achievements was bringing about an end to hostilities between the Klingon and Romulan Empires that had been instigated by the “Venture Incident.” The clash had been rapidly escalating to the point of open war but after nearly four months of exhaustive negotiations she was able to hammer out a ceasefire agreement.
For her efforts in this crises Vell was awarded the Federation Peace Prize.
Planatary Governor of Argos VII and Nestor IV:[edit]
With the rise of Rodrigo Doenitz to power the days of peace through diplomacy came to an end. Stunned and angry by this turn of events Vell had attempted to tender her resignation and return home to Trill.
Leena was ‘detained’ and confined to the New Zealand, Auckland Penal colony for six months before she was called on for a personal interview with Admiral Doenitz. Vell remained alone and behind closed doors with the Admiral for nearly fours hours. No one knows for sure what took place during that time and Vell herself will not talk about it but when she left it was as the Planetary Governor of Argos VII.
Leena’s time on Argos VII was spent desperately trying to integrate the natives into the newly reorganized UFP. She worked ceaselessly and twice collapsed from exhaustion trying to prevent an uprising and outright revolt. Despite the odds she was able to broker an uneasy peace that still holds to this day.
Vell went on to become Governor of Nestor IV where she was in charge of both the planetary government but also in charge of three separate orbital weapons research projects that Doenitz had insisted she take personal charge of. While only one project eventually turned out to be viable, the Admiral was encouraged by Vell’s success.
With the war beginning to turn against him, Doenitz gave Leena her most important assignment yet; That of Regional Governor of Cait.
Provincial Governor: Cait Prime:[edit]
As Provincial Governor of Cait Vell’s primary responsibilities are keeping control of the Caitain population and the monitoring the research facility that is developing biogenetically altered Caitains for use as Super-Soldiers.
While Vell was aware that there was a super secret genetic project on going on Cait she was not aware of the scope or details of that project. Her primary responsibility was to keep the local government and population in check. As she had in the past for the Doenitz regime, Vell used her skills to keep the Cait population from openly rebelling while also keeping them in the dark as to what was happening on their world.
As in the past Vell came to know and respect the Cait’s and was sickened by what she was being compelled to do but felt that she had little choice. The Doenitz Government had made it very clear to her what would happen if she were unable to procure Caitain cooperation. While ultimately unsuccessful with the rise of the Caitain Defense Force and the strike by the Nimitz, she was able to spare Cait from the devastation of a Doenitz punitive attack until its liberation.
In the end when she learned of the attack on the facility and the destruction of the Doenitz garrison on world she was relieved to surrender to Captain Devan Sash and his crew and turned over terabytes of sensitive information to the Nimitz crew asking for protection and Asylum from the Doenitz regime.
Hobbies:[edit]
Vell is a lover of organized sports, hiking and enjoys deep sea diving whenever she has the opportunity. She also enjoys dance and is a great lover of music of all types. In the little spare time that she has, she spends in her gardens where she grows numerous orchids and roses.
Medical History:[edit]
Leena was bonded with the Vell Symbiot only a week after earning her PhD at Xarius University. She had been close to Darden Vell, one of her first professors at the university and he requested her specifically when he became terminally ill.
Leena was seriously injured in a shuttle accident during her time on Bajor and required surgery to save her life. Since that time she has suffered no further injuries or illnesses.
Notes:[edit]
Vell was granted political Asylum by Admiral Robert LoDona and is currently living on Starbase Geneva. After an extensive debriefing Vell was appointed as a special advisor to the Admiral's staff. She is currently undergoing counseling due to depression and posttraumatic stress syndrome.
Leena Vell was played by Kenneth Thacker during the "To Skin a Cat" mission.
